In this landmark capstone, you will build an Incremental Cooperative Sticky Partition Assignor:

  1. Stickiness Maximization: Retain currently owned partitions on alive members.
  2. Balanced Uniform Distribution: Bound maximum partition skew (le lceil rac{N}{M} ceil).
  3. 2-Phase Cooperative State: Segregate output into retained, revoked, and assigned partition sets.
